			<content:encoded><![CDATA[<p>The Iowa Office of Energy Independence (OEI) announced grants for community-based energy efficiency and renewable eneregy projects. An Iowa Mennonite School project was one of 30 selected for funding.<br />
IMS will use its $9,475 grant to install a solar array on the school grounds and incorporate energy education in to the school curriculum. Farmers Electric Cooperative and Central Plains Solar are partners in the project, providing technical and additional financial support.<br />
The key component of the IMS “Community Solar and Education Program” will be a 1.8 kW tracking photovoltaic array that will be tied to the school’s electrical system. The solar array will be installed in early spring and will be located near the southeast corner of the gymnasium. Data about the array’s energy output will be collected via an internet module and will be used as a teaching tool for physics, science and economics. The array’s real-time output will be posted on the school’s website.<br />
The IMS project also includes a Community Energy Day in which students will help local families implement energy efficiency improvements in the homes. The Washington Township Optimists will partner with IMS and Farmers Electric for this service project.<br />
The OEI Community Grant program is funded through the annual Iowa Power Fund appropriation. The program was created to help local communities, non-profits and businesses improve energy efficiency and expand the use of renewable energy. With its planned $2.8 million downtown revitalization firmly launched, the Kalona city council Monday took a look at renovating the city hall and updating a number of city facilities.  If all were done, total estimated cost is $133,218 and would cover everything from office renovations, furniture and computers  to pool repairs and a security camera system.<br />
Funding will be from the general, pool and park project accounts.<br />
Following some discussion, the council approve authorizing City Administrator Ryan Schlabaugh to seek bids for the renovation work.  He estimated that phase of the plan would be between $45,000 and $55,000.<br />
However, the council also agreed that repairs need to be made to the municipal pool, park restrooms and recreation facilities in the Kalona Community Center.<br />
The pool work, which includes painting ($19,064), caulking, depth markers and other repairs, $10,350; a concession area and concession eating area, $5,000 total; pool seating and other amenities, $6,675; painting (deck) $2,500 and chemical system, $5,429, totals $49,018.  Most of the cost, $42,343 will come from general fund revenues.<br />
The parks update totals $17,750 and includes restroom repair, tennis court resurfacing, slow pitch field concession and restrooms, $2,500 and campground upgrade and expansion, $5,000.  Council members agreed, though, that the campground work could wait.<span id="more-1731"></span><br />
For the recreation facilities in the Community Center, costs are $1,000 for the treadmill, $2,700 for the stepper and $750 for a security camera system.  It would be covered by the Rec Center savings account.<br />
The office renovations involves remodeling the existing council chamber and adjoining space, as well as furniture and computers, a total of $62,000.  Schlabaugh said computers are needed for the Parks &#038; Recreation Department and the city&#8217;s building inspector who will gain office space in the renovations.  The building inspector, Jim Pope, will assist in the plans.<br />
Schlabaugh said that the city has had 51 applicants for the Parks &#038; Recreation Superintendent position for which Monday was the deadline.  He explained it is important for the new person to have an office and a proper computer.<br />
He added that the list of candidates will be reviewed and &#8220;narrowed down,&#8221; and expects one will be hired next month.<br />
In other business, the council:
<ul>
<li>learned that Vision Iowa cancelled he February 10 and the next meeting is March 10, although the VI director may visit Kalona and review the area prior to that meeting;</li>
<li>learned that the local support match is $100,600 and includes funds for the 38 quilt sidewalk blocks and 20 benches;</li>
<li>approved the final payment of $63,105.45 to C  L. Carroll Co., Inc. for the 6th Street lift station project;</li>
<li>set 7:30 p.m. Monday, March 1 for the public hearing on the 2010-11 budget that has projected revenues of @,459,162 (a 2.9 percent decrease or $71.040 from 2009-10) and projected expenses of $2,368,544 with $90,618 in Trust an Agency for a total of $2,459,162.  The budget also reflects an increase of 1.7 percent ($2,767) in public safety, a 1.6 percent ($5,277) in Public Works, 4.3 percent ($20,031) in culture and recreation, primarily for the library and pool; 15.3 percent ($93,640) in Community and Economic Development with TIF certification accounting for more than 2/3 of that increase; and 4.5 percent ($7,084) in general government mainly from salary and attorney fees.</li>

<p>Public hearings and protests not withstanding,  the Washington County Board of Supervisors Tuesday unanimously passed the first reading of the county zoning ordinance that has met strong opposition since last summer.<br />
Chairman Jim Miksch noted that the issue has been reviewed considerably, including a special public hearing held last week.  The supervisors discussed the provision for existing non-conforming situations, and agreed to adding &#8220;or more&#8221; in section 3.04C to permit multiple housing in an existing development after the owner questioned stressed that being told the provisions were &#8220;close enough&#8221; was not good enough.<br />
Miksch also noted that enforcement of he zoning code will be a factor and &#8220;some money will have to be spent&#8221; on it.  Part of the enforcement will be the hiring of a zoning administrator.  There also will be a zoning board of adjustment to handle appeals and, as supervisor Adam Mangold said, if it continued it would be the supervisors, then district court.<br />
During the meeting, county auditor Bill fredrick stressed that there has been a lot of commentary that &#8220;pits the larger farmer against non-farming individual (in the county&#8221; without the public realizing that the agriculture rules &#8220;are out of our control&#8221; that it is regulated by state law.  However, many who had opposed the zoning question what exactly constitutes agriculture, noting that at present it can be as few as ten acres.<br />
The second reading is set for the February 23 meeting.  To date, the supervisors have indicated they will do a full three readings.<br />
The supervisors also were unanimous in agreeing that the site for treatment lagoons for a general collection system in the unincorporated town of Richmond be the Holy Trinty Catholic Church property.<br />
However, in order to get it, they will have to go through condemnation proceedings.<span id="more-1735"></span><br />
Supervisors Wes Rich said that the pastor, the Rev. Rich Adams, told him the only way was condemnation because of how the land had been given to the church.  Rich said the church was in agreement, indicating it would be a &#8220;friendly condemnation.&#8221;<br />
However, resident James TeBockhorst said that the &#8220;friendly condemnation&#8221; was rescinded, that the church members &#8220;are no longer in agreement,&#8221; that there will be opposition.<br />
The sanitary sewer project, which is  being developed by the Rural Utility Services System (RUSS) and he county, arose in 2001 when two complaints were filed with the state about raw sewage running in an open ditch in Richmond.  Indications are that situation was addressed, but it led to further studies until the present plan was devised.<br />
Mark Fincel of Garden &#038; Associates, the engineering firm doing the project, explained that if violations are not addressed, there would be fines from the state, levied against the county since Richmond has no separate governmental body.<br />
The supervisors approved hiring the Graham Law office to represent the county in the land condemnation, and a member of the firm told the board the cost would be about $5,000.  He added that there has to be a final design plan before approaching the property owners, as well as an appraisal or two.<br />
&#8220;We have to get out ducks in a row,&#8221; he said, stressing there has to be enough information to have the right to do condemnation.<br />
The church land consists of 50 acres of which ten will be needed for the two-cell treatment lagoons.<br />
The Graham Law office also will take care of right of way project planning and coordination of services agreements.  However, much of the negotiations for the easements will be done by acting county engineer Jacob Thorius.<br />
In other business, the board:
<ul>
<li>approved a resolution authorizing seeking USDA funding assistance for a new county public health building.  The move permits borrowing up to $400,000 form the USDA.  The site is the former Vetter lot, near the former Washington Depot, that will cost $67,500, a drop of $7,500 since he owner and the county will share equally the $15,000 cost of clearing the lot of buried debris from a demolished building.  The plan also will provide for 30 parking spaces.  Further funding is expected from a federal CDBG and other grants, as well as county taxpayer funds;</li>
<li>approved two resolutions for temporary easements to aid with bridge work on W38, involving .31 acres and .28 acres; and</li>
<li>approved the annual contract with Hillcrest to provide mental health services.</li>

			<content:encoded><![CDATA[<p>A week after fire destroyed a 60&#215;90 foot pole building and all its contents at 1962 140th Street, rural Kalona, cause of the blaze remains under investigation.<br />
Kalona Fire Chief Steve Yotty said that an investigation has been made and a cause is suspected, but further at present it is still under investigation.  He said there was no arson involved. He estimated the loss at $1 million for both the structure and its contents. He said that the owners, Kevin and Judy Christainsen had insurance.<br />
The fire call came in at 10:38 p.m. February 8 and firefighters remained on the scene until 3:45 a.m. Tuesday.  The fire rekindled at approximately 7:55 a.m. Tuesday and the Kalona Fire Department responded.<br />
Kalona, as well as the Kalona First Responders, Wellman Fire Department, Riverside Fire Department, Washington County Ambulance, Washington County SheriffÕs Department, Alliant Energy and Washington County Secondary Roads were at the scene Monday.<br />
The state fire marshal&#8217;s office is handling the investigation.</p>

Classes for the 2010-11 academic year will start August 24, by which time the district should have made up all the snow days. The calendar was approved by the board at its meeting Monday.  As of Tuesday, February 9, the district was looking at seven make-up days, if there are no more cancellations.<br />
“But, with the weather, we don’t know if it will stay at seven,” said Superintendent Mark Schneider.  Presently, the district is trying to conclude the 2009-10 academic year by June 4 at the latest.<br />
“We have a few options,” said Schneider, referring to in-service days and possible extended hours.<br />
Classes were cancelled Tuesday when the snow that started Monday continued well into Tuesday.  Schneider, who with transportation director, Dick Durst, regularly checks the roads by 5 a.m., found roads not only slippery but in the case of one graveled road “I was not sure I would get out.”<br />
Schneider is also the superintendent for the Keota School District and has found conditions for the two districts tend to be similar when it comes to the roads.  The difference, though, depends on the county.  Mid-Prairie is in three counties, Keota in two “and each county has different priorities in clearing roads.”  Which is why at one point Keota ran buses on all roads and Mid-Prairie only on hard-surfaced.<br />
In other business Monday, the board approved Schneider’s request to freeze his salary and benefits at the present level.  Schneider cited economic conditions which have seen major state cuts in school funding for his move.   It was a move he had noted last year when his position became a shared one with the Keota district.</p>

			<content:encoded><![CDATA[<p>For the second straight night, the IMS Girl’s basketball team found themselves on a floor with a basketball between 10 people. This time, traveling to English Valleys High School to take on the Bears for a non-conference game.<br />
First half of play was mostly even, with the Bears holding a slight advantage (6-3) at the end of the first quarter. However, in the second EV started to pull away, extending that lead to 23. Dismal shooting by IMS left them down 9-23 at half-time.<br />
The shooting woes continued in the second half for Iowa Mennonite as they only managed to score five more points. However, it was not from a lack of effort. IMS had good open looks, just found the rims unforgiving. They would close out the night with a loss, 50-14.<br />
Scoring, though bleak, was led by junior Carly Unruh with five, while juniors Mollie Ferguson, Mo Brenneman, Emma Yutzy and Aliese Gingerich added two a piece.<br />
The schedule doesn’t get any easier for Iowa Mennonite, as the final week of regular season competition is heavy laden with SEISC teams. Monday, the teams travel to Lone Tree for a “pre-Christmas blizzard” reschedule. On Tuesday the ladies will travel east again to take on the Wildcats of Columbus, looking to avenge their three point loss on alumni night. After a day-long break, they travel to south division West Burlington for a junior varsity, varsity match up, and on Friday IMS will face Highland in the Husky territory.</p>

			<content:encoded><![CDATA[<p>In a weekend chock full of basketball, the Iowa Mennonite Girl’s basketball team found themselves in a must win situation with SEISC-North foe the Wapello Arrows.<br />
Their previous match up was unfavorable for IMS, dropping a barn-burner of a game in the final seconds. This time, the home team would be the victor after breaking the Arrows 39-36.<br />
Iowa Mennonite jumped out to an early lead, ahead by as many as four. At the end of the first period however, Wapello had closed the gap and taken the lead 7-6. The second quarter would see three lead changes between the two. As time ticked away before the break, IMS’s Laura Hochstetler nabbed three quick steals, turned them into three quick lay-ups and ignited the crowd into deafening ovation. Iowa Mennonite would hold a 20-17 leaded headed to the locker-rooms.<br />
The second half was all IMS, as they kept Wapello on their heels through much of the third period. A late onslaught of shooting in the fourth by Wapello may have been  hazardous, but the Arrows were forced to foul, sending junior point guard Mo Brenneman to the free throw line six times. Iowa Mennonite sealed the deal and captured their first Southeast Iowa Super Conference victory 39-36.<br />
Junior Carly Unruh lead the IMS attach with nine points and five rebounds, while Hochstetler added a bucket to her three lay-ups for eight more. Brenneman finished the night with seven points, shooting five of 11 from the charity stripe. Junior Emma Yutzy and senior Nicole Hershberger each added six a piece, Hershberger also finished with nine rebounds. And rounding out the scoring for Iowa Mennonite was senior Kerri Hostetler with three points and two rebounds.<br />
The night was especially momentous, as a post-game ceremony honored the five seniors. Linnea Slabaugh, Nicole Hershberger, Kerri Hostetler, Jackie Jensen, and Sara E. (statistician).</p>

Coming off a bleak performance in their match up with English Valleys, the Iowa Mennonite girl’s basketball team came ready and focused Monday, February 1, as they traveled to Lone Tree High School to take on the Lions in a rescheduled Southeast Iowa Super Conference game.<br />
From the tip off, IMS was off and running, getting two quick points on a Mo Brenneman (junior) lay-up. Keeping the Lions on their heels, the Iowa Mennonite girl’s held a 10-7 advantage through the first period. Though Lone Tree took the lead in the second period, IMS closed out the first half of regulation with a 21-18 lead.<br />
A lead they never relinquished until late in the fourth quarter, when the Lions took a 42-30 decision with three minutes remaining. Inexperience in late game management, and foul trouble kept Iowa Mennonite from getting any closer than 11 points of the Lions, finishing the night 44-33.<br />
Leading scorers for Iowa Mennonite were Carly Unruh (junior) with nine points and five rebounds, while freshman Laura Hochstetler scored six in the first half. Senior Nicole Hershberger and junior Emma Yutzy each added five points, with five and four rebounds respectively. Brenneman would finish with four points. Junior Mollie Ferguson knocked in a basket and a free throw for three, and senior Linnea Slabaugh hit the second two free throws.</p>
